What data exists — and where to find it

The Census Bureau publishes dozens of data products. Here is what each one is, what it measures, and when to use it.

Decennial Census — PL 94-171
The official population count, conducted every ten years. The redistricting file (PL 94-171) provides race, ethnicity, and voting age population down to the block level. The legal foundation for reapportionment and redistricting.

CVAP — Citizen Voting Age Population
A special tabulation combining decennial census geography with American Community Survey citizenship estimates. The most legally precise measure of eligible voters by race — central to Voting Rights Act effectiveness analysis.

American Community Survey (ACS)
An ongoing annual survey measuring income, education, housing, employment, language, and more. Available as 1-year estimates (large areas) and 5-year estimates (down to census tract). The richest source of socioeconomic data between decennial counts.

Voting Age Population (VAP)
Total population aged 18 and over, broken down by race and ethnicity. Derived from decennial census data. Used in Gingles Prong One analysis — is the minority group sufficiently large and geographically compact?

TIGER / Geographic Boundary Files
The Census Bureau's authoritative geographic database — state, county, tract, block, congressional district, and VTD boundaries. Essential for mapping, GIS analysis, and linking census data to election results.

Decennial DHC — Demographic & Housing
The 2020 replacement for the old Summary File 1. Detailed demographic characteristics including age, sex, race, Hispanic origin, and household/family structure. More detailed than PL 94-171 but with disclosure avoidance limitations at small geographies.
